Accessing Instructions for Assigning a Permit

 

When the name of the Permittee and/or Co-applicant on a permit must be changed while the permit is in a status of Permit Issued (or Under Inspection), PennDOT considers this to be a name change supplement. However, when the name of the Permittee and/or Co-applicant must be changed when the permit status is Closed, PennDOT considers this to be an Assignment.

An authorized PennDOT user is able to assign a permit only after the permit is in Closed status in EPS. The assignment process is triggered when the Permittee submits a completed M-948 form for a closed permit.

Note: Assigning a BOL can be done via a name change supplement (since BOLs are not closed).

Note: An Applicant/Owner may request the assignment of a closed permit.  This allows PennDOT Responders and Authorizers to change the ownership of a closed permit.

To select a New Permittee:

1.      Navigate to the Application Information screen for the applicable permit.

2.      Click the Assignment button on the menu bar.

Note: The Assignment button will not be available if there is an Assignment already in progress.

3.      Click the Supplement/Assignment Lists link in the navigation menu (near the bottom of the screen) to view a list of assignments.

4.      Click the Edit button in the Applicant Info section of the Assignment Information screen.

5.      If the new permittee has a BPID, click the Lookup button next to the BPID field in the New section of the Applicant Information screen, and then click the Add button next to the name of the applicable business partner in the Common Selection screen.

Note: Be sure to verify/update the Email address for the new Permittee so EPS can issue the Assignment.

6.      If the new permittee does not have a BPID, type relevant values into each of the required fields in the New section of the Applicant Information screen.

Note: Be sure to enter a valid Email address for the new Permittee so EPS can issue the Assignment and Permit.

Note: A new permittee can click the hyperlink here on the screen to register for an ePermitting Business Partner ID.

7.      Click the Save & Exit button on the menu bar.

To optionally add/update Co-applicant(s):

1.      Click the Edit button in the Co-applicant Info section of the Assignment Information screen.

2.      If the Co-applicant has a BPID, click the Lookup button (magnifying glass) next to the Business Partner ID field in the Co-applicant Information screen, and then click the Add button (green circle with plus sign) next to the name of the applicable business partner in the Common Selection screen.

3.      If the Co-applicant does not have a BPID, type relevant values into each of the required fields (marked with a flag) in the Co-applicant Information screen.

4.      Click the Save & Exit button on the menu bar.

To optionally add/update Applicant Contact Info:

1.      Click the Edit button in the Applicant Contact Info section of the Assignment Information screen.

2.      Enter/update the information in the Applicant Contact Info field.

3.      Click the Save & Exit button on the menu bar.

To complete the Assignment:

1.      The authorized user may optionally Upload Attachments, View Attachments History, Update Work Summary and Locations, and View Assignment Summary.

2.      Click the Generate Assignment button on the menu bar.

3.      Confirm that the information in the PDF viewer in the Assignment screen is accurate, and then click the Assign Permit button on the menu bar.

After assigning a permit:

·        The status of the Assignment record is updated from Draft to Assigned.

·        EPS restricts access to the permit record (and any associated supplements) to PennDOT and the new permittees (assignees) only - the prior permittees (assigners) no longer have access.

·        EPS generates and sends a notification Email to the Email addresses of the assigners.

·        EPS generates and sends a notification Email to the Email addresses of the assignees - this Email also includes an attached copy of the assignment (PDF).

·        EPS includes the assignment record in the assignment list of the corresponding permit record.

·        EPS includes the assignment record in the search results list for any application search in which it meets the user-defined criteria.
