Only Applicants, Agents and Receivers can create and submit an application.
Applicants, co-applicants and engineering firms can update an application until the Application Status is Submitted.
Receivers can update an application until the receiver's Review Status is Complete.
Data Correctors can update fields on the Application Information and Application Details sections until the status is Response Posted.
EPS Administrators can update and submit on behalf of applications in Draft status.
