Security

Withdrawing an Application

Availability of each action, on the Action Menu, is determined by the screen a user is on. When selected, these actions can cause the following to occur:

·        Updates application status

·        Updates reviewer status of the user performing the action if the user is a review team member.

·        Updates response status, if applicable.

·        Generates and sends withdrawal email notification (The action is Withdraw).

·        Starts the next review cycle (The action is Update for Resubmission).

This table describes EPS work flow actions, the roles that can perform the action, and action performed.

Automatically performed when Receivers assign themselves as Reviewers.

Option disabled if Application Status is not Received or Reviewer Status is not Processing.

Prompts Reviewer to confirm they have entered reviewer comments, permit conditions and their LOE.

Validates at least one Level 1 District or County Reviewer was assigned to this application.

Prompts Receiver to confirm assignment of all reviewers.

Changes Application Status from Received to Under Review.

Changes Reviewer Status from Processing to Complete.

After last Level 1 Reviewer performs this action, Application Status changes to Complete.”

Responder

Performs action on Response Letter window, navigated to Draft Permit or Permit window.

Automatically occurs when Send to Authorizer or Permit Issued actions are selected.

Mark Complete

Menu option

EPS Administrator

EPS Administrator performs this action on the Review Team (Maintain Team Members) screen.

Receivers and Responders cannot be Marked Complete, they must complete their part of the review or be reassigned.

Review status of current review team member is not a finalized status (Complete, Marked Complete, or Reassigned).

Validates that current review team member is a Reviewer or Approver.

Updates Reviewer status for current review team member to Marked Complete.

Approver is Marked Complete.

 

Permit Recorded at County Courthouse

Menu option

Responder

Validates Permit recording date on Permit Information screen is not a future date or earlier than the date the Recording Notice was sent to the County.

Updates the Permit Recording Date and sets the Responder's status to Processing

Option disabled if:

Application status is not Conditionally Approved or the permit is issued.

Responder's status is not Awaiting County Recording.

Recording is not required.

Application was withdrawn.

Permit Recording Notice Date is entered.

Responder's status is set to Processing.

Post Response

Validates:

Anticipated application status is Permit Issued, Denied, Returned, or Permit Not Required.

Level of Effort hours entered.

Response Letter is created.

At least one reviewer comment is included if returned for revision.

Start and end dates are entered and valid.

Utility information entered for Utility type.

Traffic information entered for Driveway type.

Fee payment information entered for driveway type.

Billing account (if entered) must be Active and associated with a customer account having the same BPID as the applicant.

If Anticipated Application Status is Permit Issued, validates:

Permit Number is assigned.

Expiration Period or expiration Date is selected.

Permit status is Authorized.

Permit status is Permit or Authorized, and if Authorizer or Responder.

Responder must make all changes to comments, conditions, permit information, and any other section of the application that needs to be corrected prior to taking this action.

Option Disabled if Application Status is not Building Response or Conditionally Approved; Responder or Authorizer status is not Processing or application was withdrawn.

Validates Anticipated Application Status and Response Type; also validates that Response Text in Response Letter is not blank.

Prompts Responder/EPS Administrator to confirm before posting the response and finalizing the application.

Sends email notification that response was posted.

Updates Response Status to Response Posted.

Updates Anticipated Application Status from Processing to Complete.”

Updates Review Status for Responder from Processing to Complete.

Reassign

Menu option

EPS Administrator

EPS Administrator performs this action on the Review Team (Maintain Team Members) screen.

Selects new Review Team member with the same role.

Updates Reviewer status for current review team member to Reassigned.

Adds new Receiver or Authorizer with status of Processing.

Adds new Reviewer or Approver with status of Assigned.

Adds new Responder with same status as the reassigned Responder.

Validates that review status of current team member is not a finalized status.

 

 

Receive

Menu option

Receiver

Receiver selects application from Submitted section of their Work Queue prior to performing this action.

Receiver performs this action on Application Information window.

Option disabled if Application Status is not Received or Receiver Status is not Processing.

Updates Application from Submitted to Received.

Updates Reviewer Status (for Receiver) from Not yet assigned to Processing.

Adds Receiver to the Review Team as District Receiver or County Receiver.

Recording Notice Not Required

Option disabled if:

Application status is not Conditionally Approved or Permit Issued,

Recording notice was not sent to Applicant,

Permit will not be recorded,

Permit was recorded,

Response was posted,

Application was withdrawn.

Updates Application Status.

Recording Notice Received

Validates Received Recording Notice Date on Permit Information page is not a future date and is earlier than the date the Recording Notice was sent to the Applicant.

Option disabled if:

Permit will not be recorded: Anticipated Application Status is not Conditionally Approved.

Notice not previously sent.

Notice not previously returned to PennDOT.

Application was withdrawn.

Updates Permit Status to Permit and Responder's status to Processing.

Resend Recording Notice

Sends email with:

  • Text from Conditionally Approved Cover Letter

  • Permit Recording Notice form attached

  • Draft Permit attached, if Responder indicated it should be attached

  • Text indicating email is a Possible Duplicate

Permit will not be recorded.

Signed/notarized Permit Recording Notice was not received by PennDOT, Documents previously sent to the County.

Permit was recorded.

Response was posted.

Application was withdrawn.

Updates Application Status to Conditionally Approved.

Sends email with text from Conditionally Approved cover letter, Permit Recording Notice form attached, Draft Permit attached, if Responder indicated it should be attached.

Generates permit.

Link to Permit screen becomes available on the Application Information screen.

A system event is logged.

Application moves to all District Authorizers Pending Authorization work queues.

EPS Administrator can submit applications that were entered by receivers on-behalf-of an applicant.

Button disabled if Application Status is not Draft.

Internal EPS users cannot access an application in Draft status.

Applicant must agree to PennDOT terms and conditions related to HOP permits before action is performed

Validates:

  • District/County

  • Permit Group/Type/Subtype

  • Work Location – must be at least one work summary

Prompts Applicant to agree to PennDOT terms and conditions related to HOP permits.

Updates Application Status from Draft to Submitted.”

Routes application to Submitted portion of Work Queue of the receivers in the district/county listed on the application.

Update for Resubmission

Receiver can update returned applications they originally entered on-behalf-of the applicant.

EPS Administrator can update returned applications that were entered by receivers on-behalf-of an applicant.

Internal EPS users cannot access an application in Draft status.

Button disabled if Application Status is not Returned.

Application Status changes from Returned to Draft.

Starts Next Cycle.

 

Withdraw

EPS Administrator:

Receiver can withdraw applications they originally entered on-behalf-of the applicant.

EPS Administrator can withdraw applications that were entered by receivers on-behalf-of an applicant.

Button disabled if Application Status is any of the following statuses:

  • Permit Issued

  • Denied

  • Permit Not Required

  • Incomplete

  • Withdrawn

Note: Active, draft and returned applications can be withdrawn.

Prompts Applicant to confirm they want to withdraw their application.

Sends email notification that application was withdrawn.

Updates Application Status.

Reviewer Status is updated to Withdrawn for all active members of the Review Team.

Updates Response Letter status to Withdrawn if a response letter was created but not posted.
