Creating a Time Extension Supplement Application

Time extension supplements are issued to extend the length of time for completing work for which a permit has been issued but is due to expire. Applying for a time extension is a quick and easy way to avoid the need to apply for a replacement permit.

Time extensions may be applied for after the permit expires, however, for Utility and Miscellaneous permits, no time extension supplement will be issued to authorize changes to the original Permit for a request received more than 30 calendar days after the expiration of the permit.  In that case, an application for a new permit may be submitted.  

If a time extension supplement is issued for a permit with a status of 'Permit Expired,' the permit will revert to its previous status. For instance, if a permit had a status of 'Permit Issued' when it expired, the status of the permit will be 'Permit Issued' once the supplement is issued.

Email notifications are sent to the Applicant Team:

·        When a permit is going to expire within the next 38-45 days. The purpose of this notification is to allow sufficient time for the applicant to create a time extension supplement application.

·        When a permit has expired within the past seven days. The purpose of this notification is to remind the Applicant Team on the permit that if a time extension is needed, a supplement application must be submitted to PennDOT.

Time Extension Supplement Exceptions:

·        The time extension supplement is not available for bridge occupancy licenses.

·        No time extension supplements will be issued for a request received more than 30 days after the expiration date of a utility permit and certain miscellaneous permits that are subject to Pa Code, Title 67, Chapter 459.  In that case, an application for a new permit may be submitted. 

To Apply for a Time Extension Supplement:

1.      Access the Application Information, Permit, or Supplement/Assignment Lists screen of the permit for which a time extension supplement is needed.

2.      Click the Create Supplements button.

3.      Select the Time Extension option. The Create Supplement screen appears. In the header, the permit Application Number and the Permit Number display.

4.      In the Supplement Expiration Date field, select 6 Months, 12 Months (24 Months for TSP), or Other. If you select Other, you will need to select a specific Expiration Date for your supplement. The New Expiration Date should display, as appropriate based on your selection.

5.      Into the Applicant Supplement Description and Justification field, enter the reason you are requesting a time extension.

6.      Click Save & Exit. The Supplement Application Information screen appears, opened to the Setup>Information tab. While much of the information on this tab is for display-only, you can edit the information you entered on the Create Supplement screen, if needed.

7.      Click Save & Exit. The Supplement Application Information screen opens to the Setup>Identification tab.

8.      Enter dates work is scheduled to begin and when work will be completed.

NOTE: If this time extension supplement application is for a traffic signal permit, skip step 9 and begin again with step 10. Traffic signal applications are not subject to fees.

9.      Click Save & Next. The Setup>Fee Information tab displays. Time Extension Supplements are $10 for a 6-month extension and $20 for a 12-month extension. The appropriate fee will be automatically listed on the Fee Information tab. However, this fee information is editable and you can remove it and/or add other fees as necessary in the same way you could add/edit fees on the permit application.

10.  Click Save & Next. The Setup>Attachments tab displays. You can attach any necessary documentation to the supplement application in the same way you could attach documents on the permit application. See Attachments if you need help adding attachments.

11.  If you want to see a list of all the documents attached to this supplement, the permit application, and/or any other supplements associated with the permit, click on the Setup>Attachment History tab.

12.  From the Setup>Attachment History tab, click Save & Next OR just click on the Setup>Supplement Summary tab, which displays in a read-only view, all the information you entered for the supplement you are creating.

13.  From the Setup>Supplement Summary tab, select another tab or the Supplement Application link.

14.  When you are finished with the application, you can submit it to PennDOT by clicking the Submit button on the tool bar. A Submission Authorization Confirmation prompt displays.

15.  Select an option and then click the I Agree button. The Supplement Application Information page continues to display, and the supplement application status changes to Submitted.
