EPS Terminology
Agent for Applicant - An individual or firm applying for a permit on behalf of an applicant. The agent has the authority to prepare and submit the application for the applicant named on the permit.
Applicant - An individual or firm applying for a permit, usually a property owner or business. The applicant is the holder of the permit responsible for complying with its terms and conditions.
Applicant Team - The people who participate in the creation and submission of an application for a permit.
Approver - One of the individuals who approve or reject the response to the applicant.
Authorizer - One of the individuals in each District responsible for authorizing the issuance of a permit.
BPID - ECMS Business Partner ID
Business Partner - Utilities, Municipalities, Developers, Engineers and other parties operating as a co-applicant or external reviewer.
Co-applicant - An individual or firm assisting with the application process in ePermitting.
Consultant - An employee of a firm of engineers hired by PennDOT to review HOP applications.
Contractor - An employee of a construction firm hired by an applicant (permittee).
ECMS - The Engineering and Construction Management System provides a way for PennDOT, its Business Partners and the Public to use the Internet to conduct business related to the design and construction of transportation projects.
Engineering Firm - An employee of a firm of engineers hired by an applicant to create an HOP application.
EPC - Emergency Permit Card
FEIN - Federal Employer ID Number
FHWA - The Federal Highway Administration is the federal agency that reviews HOP applications involving limited use highways.
HOP - Highway Occupancy Permit
Manager - An individual who oversees other's work.
PennDOT - Pennsylvania Department of Transportation
Permittee - The property owner for which a permit has been approved.
Receiver - An individual who receives the application for PennDOT.
Responder - An individual who compiles and sends the results of the review to the applicant.
Review Team - The people who participate in the receipt, review, and approval process for an application for a permit.
Reviewer - An individual who controls all or part of the application review.
SR - State Route
Supplement - After a permit is issued, any changes that need to be made to the permit (Time Extension, Change in Work, Permittee Name Change, or Fee Change) must be applied for via a supplement application. A supplement is an addition to the original permit.
