• In order to properly evaluate the ClearPath Pilot Program, all low volume, medium volume, and high volume driveway and all local road HOP applications submitted in Districts 2, 4, and 8 will automatically be processed under the ClearPath Program. Please utilize the information found on the brochure and applicant checklists that are located on the HOP website.

  • PennDOT is pleased to announce the launch of the HOP ClearPath Pilot Program, a new initiative developed and designed to streamline the review process for commercial driveway highway occupancy permit (HOP) applications. This new initiative also supports the Governor's Executive Order and PAyback Program as it is designed to provide HOP applicants refined expectations and have a defined decision point regarding their application submission. The pilot will commence on August 18, 2025, and will involve Engineering Districts 2, 4, 6, and 8. New ClearPath checklists can be found under the brochure link.
  • EPS is now compatible with additional internet browsers, including Microsoft Edge, Google Chrome, Mozilla Firefox, and Apple Safari. It can also be accessed from many mobile devices such as iPads!

    Users are reminded that the system has been designed and tested primarily for Microsoft Edge. User experience may change when accessing EPS through alternative browsers.

    Because BPID roles, passwords, etc. are administered through the ECMS 2 legacy system, which is only compatible with Edge, users will be required to use Edge for these support functions.
